Boeing 747-212B c/n 21162 double identity?

I just posted a picture of the 747, ex 3D-NEE and ex SE-RBN, which is now parked at Stockholm Arlanda airport as the Jumbo Hostel. I think this aircraft has not flown since 2002. According to information from the Swedish register this is c/n 21162.
This c/n also points to N981JM, which was registered on 14 aug 2007 on the US register to Jet Midwest Inc of Kansas City.
It seems unlikely that a company registers a clearly un-airworthy aircraft: it has no engines and is firmly attached to the ground with steel bars.
Does anyone know more about this?

It is the same aircraft - the re-registration must only be something to do with
establishing ownership
